Is it the government’s role to require fee disclosure?

A recent Notice of Proposed Rule Making (NPRM) has been circulated that addresses, to some extent, a new requirement for airlines to be more transparent in their baggage fees.  Does the regulation go far enough, e.g., should fees around seat selection, in-flight drinks and snacks, and ticket change fees be disclosed as well; or, should the free market determine what the airlines disclose while only requiring mandatory fee (such as government taxes) disclosure?
